Improvement Forms
Improvement Requests
The Covenants require that all outbuildings, walls, fences, and swimming pools receive approval by the Board of Directors before construction (1.7 and 1.8).   In order to keep this process more manageable, the board asks that all requests for such improvements be accompanied by the Improvement Form found at the bottom of this page.   Requests must be made in writing and either delivered to a board member or emailed to webmaster@empoa.net.

Please allow 7-10 days for the Board to review your request.

Fences

If you are planning on constructing a fence, hedge, pool or shed, please call one of the three EMPOA Board members on the “fence committee” to get approval before you begin construction.

From EMPOA Covenants:


1.8 Walls, Fences and Swimming Pools. No wall, fence or hedge may be installed or altered or permitted to grow unless it has the written approval of the Board as to materials, locating, and height. No fence or hedge shall be located so as to detract from the enjoyment of adjacent properties.


3.4 Walls, Fences, and Hedges. Walls and fences may be erected and hedges grown but they are to be no higher than four feet tall from the street to the building line and five feet tall from the building line to the rear property line without the prior written consent of the Developer.


8/23/04 The Outdoor Renovations Committee discussed the latest information regarding the installation of fences in the subdivision. The following motion was made, seconded, and passed unanimously:


“The Board agrees with the recommendations made by the Outdoor Renovations Committee that the following is our policy on the installation of fences in English Meadows: Fences may be up to four feet tall in the front of the house and up to five feet tall behind the house. Delhi Township has stricter rules regarding corner lots and those must be followed.  Regarding the material makeup of the fence, vinyl fences are allowed as long as they are no taller than five feet. Vinyl fences may be privacy fences as long as the privacy portion is a maximum of four feet high. Vinyl picket fences are allowed. Wood split rail fences and wood picket fences no taller than five feet are allowed. All fences must adhere to the guidelines put forth in both the English Meadows Property Owners Association covenants and the Delhi Township ordinances.
Approval by EMPOA prior to installation of any fencing is required.

Fence measurement definition: example, 5 feet height is measured to the tallest part of the fence (including posts); pickets (if applicable) are spaced at least the same distance apart as the width of the pickets; privacy fences can only be vinyl and the privacy part of it can’t exceed four feet.”


This information was communicated to the entire association in the next letter.

** Added to this in 2005 is the inclusion of aluminum fences as approved fence material.

Just so our neighbors know, in 2006, Delhi Township added a new ordinance that proposed fences must have a building permit from the township. The same is true of a deck. The township also requires approval from all abutting (next to) property owners saying they do not object to the plan.

Outbuildings
All sheds must be built on concrete foundations, must be constructed with materials similar to the exterior of the residence, and shall match the overall style and nature of the residence.   No temporary shed structures are permitted.   All sheds must comply with Delhi Township Ordinances and plans must be approved by the EMPOA Board of Directors prior to construction.

The Board asks that all shed requests includes a clear statement or drawing that outlines the shed location relative to all lot lines and all existing structures.   The Board encourages the use of vinyl siding to match the home, but other materials may be acceptable so long as the shed matches the residence and is maintained in good condition.   A sketch or picture of the shed may also be necessary to process a request.
